The Government of Pakistan has officially launched the National AI Policy 2025, a landmark framework designed to position Pakistan as a global hub for Artificial Intelligence by 2030. With a target of $10 Billion in IT exports, this policy represents a massive shift in the country's digital strategy.

Why Now? The Economic Context

With over 64% of its population under the age of 30, Pakistan sits on a "demographic dividend." However, traditional job markets are shrinking. The National AI Policy recognizes that AI is not a sector, but a layer that must be applied across agriculture, textiles, and services to remain competitive globally.

The Ministry of IT and Telecom (MoITT) stated: "We are moving from an era of software outsourcing to an era of AI innovation. Pakistan will not just be a consumer of AI, but a creator."

The 4 Core Pillars of the Policy

1. Human Capital Development ("AI for All")

  • Curriculum Overhaul: The HEC (Higher Education Commission) is mandating AI modules in all engineering and business degrees by Fall 2026.
  • 100,000 Scholarships: Fully funded certifications for Google GenAI, Microsoft Azure AI, and AWS Machine Learning.
  • K-12 Integration: Coding and basic AI literacy will be introduced in public schools starting from Grade 8.

2. Enabling Infrastructure

Computing power is the oil of the AI age. The policy outlines:

  • GPU Clusters: Establishment of a National AI Cloud with subsidized GPU access for startups and researchers.
  • 5G Rollout: Accelerated timeline for 5G in major metro areas (Karachi, Lahore, Islamabad) to support high-speed data transfer.
  • Data Centers: Tax incentives for international cloud providers to set up local zones in Pakistan.

3. Research & Innovation

  • Centers of Excellence (NCAI): Expansion of National Centers of Artificial Intelligence to 5 new cities.
  • Startup Tax Holidays: Zero income tax for 5 years for startups where AI is the core product.
  • Venture Matching: A government-backed fund to match VC investments in deep-tech startups.

4. Ethical AI & Governance

Balancing innovation with safety, the policy proposes a "Light-Touch Regulation" model. It emphasizes data privacy (aligning with GDPR standards) to ensure Pakistani companies can serve European and US clients without compliance hurdles.
